In the city center of Svilengrad, built as an extension of the municipal administration in the late 20th century, the building creates an urban ensemble with square space. During the democratic changes in Bulgaria, the building in late socialist realism style with Renaissance elements was neglected and left unfinished for more than 20 years. We develope socio-spatial model for its rehabilitation, City events & information centre. Construction of a new floor is planned to simultaneously solve three problems: First, exposes the tower planned in the main project by creating natural extension of the city center to the third level, following the terracing of the land and urban resources. Second, the roof is developed as a rainwater collection area for irrigation of the natural flora and creates an open green corner on the third city level. Third, forms the building as a composition of modern spaces and maximum planning flexibility to host public and cultural events.
